Microsoft Access may be your answer.  There are times when data does not lend itself to capture by your operational systems.  A useful Access based system can be developed in as little as 40 hours, including the database tables, input forms, queries, and reports.  Next time you are fumbling for information, ask yourself, “What would it be worth to me to have this now?”
